Description
When a user tries to activate a user using an expired token, they get a message that states "Unable to change password at this time" The user isn't changing their password, they are submitting a new password to activate the user. See the screenshot.
The error message should state something like "Unable to activate user at this time. Contact support." or something to that effect.
