No indication to the user for duplicate contact email address for primary users

      Description

      If a user tries to create a merchant and uses a reseller user's email address as the contact email, an exception will be thrown in tomcat but nothing is presented to the user. They may think the merchant is saved. If they try to click off of it, they get an unsaved changes warning. They should get a red text warning on duplicate emails.

      If the user tries to create a merchant using an existing merchant's email address, they get warned as expected.
