Google Quota Tool ignores proxy settings

When fixing this, we should have the google quota tool go through the GoogleAdWordsAPI class, use retries, catch exceptions like the other methods, and use the licensing.properties file for authorizatio and cashed auth token (instead of its own properties file with duplicate auth information).

I think the only property that needs to be in the /usr/local/tsa/com.thesearchagency.searchengines.google.GoogleQuotaTool.properties is this:
