sedatacheck tries to pull mcc report which doesn't exist

I diffed the SearchEngineDatachecker classes between SMB, Yell and Agency and Yell hard-coded datachecker to work like the split report download. I think SearchEngineDataChecker just needs to be changed to download reports for all seusers (by setting hasMasterReport() to false in GoogleAPISearchEngine).
