Adding a campaign to an account through a site service request does not update the customer's content model.

This bug affects previously generated sites.

Upon submitting a new request with a new campaign added, the new campaign is not added to the customer's content model. The site is correctly generated with the pages and links associated with the new campaign, but the content in the new campaign will not be available to admax or the ssui.
