Description
Tool tip message is not displayed in client's locale when invalid url is given.It is displayed in English.
Steps to reproduce:
1. Log in to Reseller UI AND Click on Orders
2. Click on Create Order
3. Enter valid Quote Name and Select 1 BA/BL.
4. Enter monthly budget in proper range
5. Enter invalid url and save it.
Actual Result
Tool tip message is displayed in English, not Japanese as expected.
Expected Result
Tool tip message should be displayed in client's locale.
