Description
There are some tweaks that can be made to increase deployment throughput.
-reduce wait time after account creation from 120 seconds
-remove unnecessary 15s wait in GCE and unused handlePlacements() method
-investigate reducing # of Google API connections available per order
-investigate waiting x milliseconds between Google API connections
-investigate increasing # of listener threads (concurrent orders)
