[AML-1821] The subscriber user can view a quote range that includes estimates for Google and Bing - Admax Local

Details

DEMO: after the user selects BA+Location pairs, the order displays the Quote Ranges for Google and Bing (Bing is not opted out)- see attached UI.

DEFAULT in Mercury WILL BE MORE DETAIL UI (AML-3515 is the preferred UI but to reduce scope, moving to bottom of backlog)

Requirements:
1. It is clear to the user that Bing is included in the Quote Range Estimate. Hover over Bing estimate includes clicks info

2. Bing is enabled by default (if enabled via reseller settings- for NEW RESELLER, not Migrated Reseller (see ~~AML-3468~~) )

3. API can get estimate separate for BING)
