Setting budgets to $0.01 doesn't prevent further spending

When in an overspend scenario, ABU sets budgets to $0.01 in an attempt to prevent further spending. For some campaigns clicks may be available for $0.01 so the campaign continues to spend. Pausing the campaign is the only known way to truly prevent further spending.

this is related to AML-502. please consider that user story requirements when resolving this bug. thanks!
