Description
No warning message if user tries to create/modify a brand campaign with fewer than 3 ads and 3 keywords.
PRD says:
It is considered a best-practice to have at least 3 ads, and 3 keywords for a brand campaign. If the AM attempts to create/modify a brand campaign with fewer than 3 ads and 3 keywords then a warning message will be displayed to the AM asking if they wish to continue with the save.
