Merchant Campaigns view should display Scheduled Order if nothing is deployed

If the merchant has a Scheduled Order, but no Deployed order, then the Scheduled Order should display on the Campaigns view.

Rather than set the user up for a warning condition to click the Create Order button, and then to only be able to create a quote, when in fact they would more likely want to either Edit the Schedule Order or Terminate the Schedule Order. Per Gavin, this is already coded, just need to update the UI. Please see screens attached.

Clicking Edit brings up a new window (just like Deployed) to Edit the Scheduled Order

Clicking Terminate Order cancels the order.
