Provide flexibility to send email alerts to different user group

Code has team name and should be updated to reflect the appropriate email to the appropriate email alias.

Currently, budget declined significantly emails are sent to "aml-ops" and are manually being forwarded to aml-editorial team. The code should have the flexibility to redirect to different distribution list based on the mesage.

For budget declined significantly, the application should send alert, both to aml-ops@thesearchagency.com as well as aml-editorial@thesearchagency.com
