Campaign refunds are processed according to their create time which is in UTC time

            Description

            Campaign refunds aren't currently supported, but when the refund service saves an entry it stores the createTime as UTC. When ABU looks for refunds to process, it uses local time so it may miss refunds. (see AML-2067)

            off by a day...

            workaround is to make sure the refund is processed when the UTC date is the same
