JP files can be uploaded to Target DB with no JP BAs by switching Target DBs

If a Target DB does not contain Japanese BAs, it will throw a syntax error "BA/BAID do not match" and will not be allowed to Move to Staging Area.
However, if the user first selects a Target DB that does contain JP BAs, the files will be uploaded without error. Afterwards, the user can switch to another Target DB and go through the staging/pushing process without error, even if the new Target DB does not contain JP BAs in its database.
