Scheduled Deployment Date And Calendar Control Not Honoring Japanese Browser Settings

On QA2, the Scheduled Deployment dialog is showing the calendar and scheduled deployment date in English. The calendar should show the month in Japanese and the first row with days of the week should be Japanese.

the actual deployment date is formatted like Mon,DD,YYYY. Even though the browser is set to JA formatting.
