Description
Merchant Id can be duplicated
Steps:
1) Create a merchant with all the necessary details and save. Say Merchant ID is 2
2) Create another merchant say Merchant ID is 3
3) Edit the 2nd merchant and change the Merchant ID to 2 and save.
Actual Result: Gets saved successfully
Expected Result: Should show an error message that says "Merchant ID already in system"
Note: Error message is displayed when you create a merchant with duplicate id
