AdMaxListener round robin/balance creating accounts in multiple Sub-MCCs in Google

The listener needs to balance creating new Google accounts evenly across a list of mulitple Sub-MCCs underneath the SMB Reseller MCC.

This is currently done by specifying the parent client ID in the ContentEditor properties file and manually changing the parent client ID.

Requirements:

1) The MCC chosen should be at the account level. This means, if a customer requires multiple Google accounts, all Google accounts for that customer will be created in the same MCC.
