Delete Action Still Available Even When Icon Is Not Visible

On the Merchant->History grid, and if a grid is on the Merchant->Current Order page, there is a column that allows for deleting orders. The delete action is supposed to be available for orders in the Quote state only, however if you click in the space where the icon would be displayed for non-Quote orders, the UI is still allowing the delete action.

Expected Result: no action taken
Actual Result: delete action is available
