'Last Modifier' does not get updated on editing/deploying/scheduling/archiving a quote

'Last Modifier' does not get updated on editing or deploying a quote

Steps:
1) Create a quote as user 'User1'
2) Edit the quote as user 'User2' and save
3) For deployment, click on Request Deployment after step 1 as User2
4) For scheduling, schedule a quote and click 'Schedule Deploy' after step 1 as User2
5) For archiving, click 'Terminate order' as User2 on a deployed order created by User1

Actual Result: Last Modifier remains User1
Expected Result: Lat Modifier should display User2

Note: Last Modified is updated.
