Remove all references to the forward compatibility map

We have at least one reference to the forward compatibility map (used to get the suggested mobile bid modifier). We can get rid of this code now that Google removed the suggested mobile bid modifier from the response and it was the only property we needed the forward compatibility map for (still keep the ce.mobileBidModifier=0.8 setting in contenteditor.properties)

CampaignTargetChangeRequest.createNewCampaignCriterionDTO is the only method that uses GoogleAdWordsAPI.getCampaignForwardCompatibilityMap()
