Description
Redeployment of order goes to error state even though location extension is valid.
Steps:
1. Log in to reseller UI.
1. Create merchant by Entering merchant name and other valid inputs.
3. Click on Create a order with valid location extension and deploy the order.
4. Edit the deployed order by editing location extension to invalid and redeploy the order.
5. Order will be deployed with Exceptions(Attached) in listener and location extension wont be created in Ad Words.
6. Edit the order again by giving previous location extension and redeploy.
Expected
Order should be deployed with the location extension.
Actual
Order is going to error state.
