User should not be required to include URL to Save a Quote

            Description

            subscriber should be able to save a quote with only BA/Location (as in previous versions of AML). The user should not be required to include a URL to save a Quote.

            The URL should only be required to Request/Schedule Deployment or Edit Ads.

            If the user enters a URL and saves the quote, the URL should be valid.
