ABU re-runs prior to the day a campaign was deleted will not count that campaign's commonCarryover

            Description

            AML-1135 fixed the issue where carryover was double-counted on the day a campaign was deleted, but introduced this problem. The query for deleted carryover should be changed to check that the date being processed is > the last budget entry's endDate (rather than >=).
