Description
When new merchant campaigns are deployed active in AdWords (and the account is new or inactive), spend should ramp up more quickly than GBO, which was on average, about two weeks. Merchant accounts should be spending within the first five days of going live, in most cases.

Run ABU several times for the same day
Show that budgets are different from one run to the next
Test Scenarios:
1. Multiple campaigns with different StB/CPC values should still be ordered properly (by StB then CPC)
