Taxonomy service is not returning list of parent Business Areas

I am trying to retrieve the list of parent business areas by hitting the /sapi/rest/taxonomy/business/

{id}?depth=1 and all I get back is a version number for the API and a total of 0 (I'm assuming the total is for BAs). I'm expecting a full list of parent BAs.

This call is supposed to work the same way as getting all Users. This request with an unspecified user returns all users: /sapi/rest/users/{id}
