Checking SE campaign deletion time in ABU is improperly handling 12/24 hour conversions

A deletion time of 12:30:53 is being incorrectly converted to 00:30:53 when checking an SE campaign deletion time. This Hawaii timezone account then identifies the SE campaign as already deleted even though it should still be active for that day.
