Keyword Error Email contains keyword errors from old campaigns

      Description

      The keyword error emails can contain both current keyword errors for the current campaign plus errors from previous campaigns for the same merchant.

      To reproduce:

      1. Create an order. Edit a keyword so it will fail on deployment. We used a special character. something like : paint♛
      2. Deploy the order
      3. You will get a partner support email with the offending keyword.
      4. Edit the order, delete the BA with the offending keyword.
      5. Add a new BA.
      6. Edit keywords and makea new bad keyword like cars♛
      7. Deploy the order.
      8. Order will deploy and you'll get a bad keyword email
      9. The email contains the bad keyword from the current campaign plus the bad keyword from the previous campaign.

      It seems as though the request for campaign errors to ADS is returning the current plus the replace campaign's error list. If I do another cycle in the previous error steps, remove the current ba, add another BA and make a bad keyword, the new email will have that bad keyword plus the second bad keyword, not the first one.
