Migrated orders cannot retrieve budget estimate

When opening a migrated order through the merchant tab in the UI, you get a 500 error on the budget estimate request. If you open that order through the Orders page, the estimate is retrieved correctly. If I create a new order through the orders page, the budget estimate is retrieved correctly, even after editing keywords.

The issue seems to be only on migrated orders through the Merchant Tab in the reseller UI. I've attached the tomcat log to this order. The request never makes it to core.
