Campaigns unsellable post migration

AFter running migration from Jamestown to newport,if you EDIT a paused, archived and Error state orders they are listed as unsellable. budget and click ranges are all sellable for these orders. While viewing these orders and not editing them, they are sellable.

It seems that migration has neglected to assign a keyword list ID to non-deployed orders. See log snippet below. Notice the keywordListId:null in the response.
