            Description

            The 'Copy' function from the 'History' page is currently disabling the budget override capability for all copied orders - however the 'Copy' function should allow budget override when the user is making a copy of an order that is in the 'Deployed' state. Basically, it will be identical to what happens when the user clicks the 'Edit Account' button.
