Subscriber user can End Contract immediately but leave all SE campaigns in the order Active - (Attempt) Spend Out

From an Active (Deployed) order, subscriber user can click the "End Contract" button and select the option to "Spend Out" - which keeps all SE campaigns associated with the order ACTIVE. After the order is processed, the Order Status is set to ACTIVE

When the user clicks the "End Contract" button for the merchant order, by definition, the Budget stops Accruing

This story is focused on the user being able to immediately choose the SPEND OUT option which keeps the budget carryover balance (i.e. does NOT Zero Out the budget carryover balance).

User can track the history of this change (who and when) just like any other order change.
