Subscriber user can Schedule End Contract to leave all SE campaigns in the order Active - Spend Out

From an Active (Deployed) order, subscriber user can click the "End Contract" button and select the option to Spend Out - which keeps all SE campaigns associated with the order ACTIVE. After the order is processed, the Order Status is set to ACTIVE

When the user clicks the "End Contract" button for the merchant order, by definition, the Budget stops Accruing

This story is focused on the user being able to immediately choose the SPEND OUT option which keeps the budget carryover balance (i.e. does NOT Zero Out the budget carryover balance).

User can track the history of this change (who and when) just like any other order change.

For a new order, Quote, or Scheduled order, user can schedule "End Date" and select the option to SPEND OUT - which keeps all SE campaigns associated with the order Active. After the order is processed from the End Date trigger, the Order Status is set to ACTIVE.

When the user wants to set an End Date for the merchant, by definition, the Budget stops Accruing.

This story is focused on the user being able to Schedule End Date and select the SPEND OUT option which keeps campaigns active while Carryover remains available to be spent.

User can track the history of this change (who and when) just like any other order change.

As with any Scheduled End Date functionality, this order can be modified before the end date to remove or modify the End Date request
