BES: Subscriber user can view Quote Range for selected distribution

BES requests include a distribution ID identifying the selected distribution and return responses from the appropriate search engine.

The business area (BA) ID that is still part of the request will be removed as well.

To Do:
Add distribution ID to BES request
Remove business area ID from BES request
Update SAPI to use new BES request
Add support for YJ distribution

Demo:
Soap request is sent to BES containing both Google and YJ distributions
Verify that different results are returned.

To Test:

Send SOAP requests with different distribution IDs (3, 178, etc.)

Note: YJ (178) that try to call the SE will fail until the completion of AML-2912. Populating the cache with entries will return successful responses.
