Problem to Solve:
Some subscribers may want to only allow monthly budget overrides up to a specific value to prevent a user input error of an amount more than what the subscriber intended to sell for. The upper limit should be determined by the higher of subscriber-provided absolute value (e.g. $2,500) or % over max Quote Range value.
