0 (or No Data) estimate should be sellable if cost/TSA campaign =0

This is to address the sales user experience if a merchant wants to buy a BA in a location that has NO DATA or 0 estimate, the user should still be able to include in the account (if TSA Cost/Campaign is set to 0). Spend to Budget is not a primary concern. The expectation is that the subscriber will be including other AML campaigns to accumulate an estimate that meets the business needs of a monthly budget for the subscriber to sell. The user entering 0 monthly budget is a far edge case that we do not need to solve. The user will be trained to understand that entering a 0 budget is not supported.
