Remove dependency on ES from data util jar

The data util jar which is used to migrate existing systems and initialize new systems has a dependency on the Elastic Search Server. The himalaya project has made it such that we no longer need the ES server and that dependency needs to go away. We should be able to migrate a himalaya system to the next version without a dependency on ES and we should be able to set up a himalaya system and beyond without a dependecy on ES.

We will also need to update tech ops setup and migration instructions this dependency is removed.
