Order gets deployed though all ads are rejected during deployment.

            Description

            Order gets deployed though all enable ads are rejected during deployment.

            Steps :

            1. Create an order with an invalid URL (http://sss.ccѺ♣┌╓╤à)
            2. Go to Edit ads and disable couple of ads of the order.
            3. Deploy the order.
            4. Observe the listener Log and check the order status after some time.

            Actual Behavior

            Both the enable ads get rejected . Order gets deployed successfully with out any ads created in Ad words.

            Expected Behavior

            Order should go to Error state as all the ads get rejected.(According to AML-3024)
