Keyword and ad text change operations for deleted ad groups should not be created in the GCE

            Description

            When an ad group is deleted (via alias deletion, etc.), keyword and ad text removal pending changes are still created in the GCE tables. The AML-3124 fix prevents processing of these pending change requests during subsequent deployments, but they shouldn't be created in the first place.
