ABU doesn't update the yjp.campaigns table when it updates a campaign's status

When ABU determines that a campaign's status should change, it updates the search engine and some of the db tables (admaxSearchEngineAccountActualDailyBudgets and searchEngineAccounts). The yjp.campaigns table also needs to be updated with the new status otherwise subsequent updateCampaignStatus() calls might not change the status when needed.
