Extend YJP reporting tool to a centralised monman environment

YJP reporting tool to produce disapproval reports currently work on a 1-1 basis i.e. an instance of tool can support only one aml environment.

Extend this functionality to be scalable, so the tool has the ability to produce error reports for multiple environments using single instance.
