Consolidate all OAuth

          Details

            Description

            Expose OAuthComponent as a REST service. Anything using OAuth (GeoLocationService, BES, bidmgr) should get refresh tokens from the service rather than using the component directly.

            Could be implemented as a standalone service or by having apps go through Camel.
