Update remaining location taxonomies for use with the Fuji import scripts

The Fuji project created new location taxonomy load scripts. The Y!J location taxonomy was created to work with these new scripts. The remaining location taxonomies have not been converted. There is a script to convert the business_locations.csv file into 2 files with separate estimate and campaign targets. This script should be run against the usa, uk, jp and ca taxonomies and the resulting .csv files should be run with the new load scripts.

Once this is completed successfully, the core-content fuji branch should be merged into master/develop. The separate Cumberland and YJ import script directories should be removed as well.
