Budgets are Active though it doesnt meet the minBudget value

On deploying accounts (with a single campaign) with monthly budget $0.31 and above my campaigns are active with budget $0.01 on Adwords. $0.30 and anything below this is Paused.
Similar behavior on JPY system. Anything with Yen 31 and above is Active in Adwords with Yen 1 as daily budget and below 31 is Paused.

With monthly budget $0.31 for a single campaign, each SE Campaign with have a budget of 0.005 based on the following calculation.
0.31/31=0.01 (31 is the no of days in a month)
0.01/2=0.005 (2 is the no of SE campaigns)

Expected Behavior:
If the daily budget is 0.01 and above, the campaigns should be Active for which my monthly budget is expected to be $0.62.
