Help text needs to be updated as per the requirement doc

Tested using the Reseller UI build #235

The help text in the Create Order Help page should be modified according to the requirement doc. The actual help text appears on reseller ui as,

"3. The amount entered in Monthly Budget field is the monthly amount the merchant is willing to spend on search engine advertising. This amount must be within the displayed Quote Range. The Monthly Budget is not required to save the Order as a Quote."

In the above text there is nothing related to override budget, but in the requirement document it was like,

"3. The amount entered in the Monthly Budget field is the monthly amount the merchant is willing to spend on search engine advertising. This includes the subscriber’s (optional) mark-up. It is strongly recommended that the amount be within the displayed Quote Range. Clicking the Override Quote Range Limit checkbox allows the user to enter a Monthly Budget outside the Quote Range. The Monthly Budget is not required to save the Order as a Quote"
