See SMB bug in 1.3 to be fixed in 1.4
currently the system grabs two random ads from the content repository and then takes one of those ads and modifies the headline to include Keyword Insertion to create a third ad. We should modify the other of the two ads to create a fourth ad that includes Keyword Insertion. CTR for KI ads are higher than non-KI ads. it behooves us to add this fourth ad.
