Deploy campaigns without error within the same Order

            Description

            currently, for a new order/deployment request, if one campaign throws an API error, then all campaigns in the order are not deployed, even if they are good to go. we should deploy those other campaigns rather than waiting for the one that threw the error to be fixed.
