Unable to generate Merchant Report through API when no date is specified

On accessing Merchant Report through API using the following format
http://fuji.aml-qa7-front1:9987/sapi/rest/reports/DAILY_RESELLER_PERFORMANCE_REPORT.csv
"Unauthorized" error. No report seen
Expected: Data for all accounts should be genarated
