Subscriber user can view estimated Leads when hovering over budget estimate

            Description

            Hover over will display leads in addition to clicks. BES would have to return an estimated CR along with the click estimate so that a lead estimate could be calculated.

            How to handle estimates for BAs with no traffic? Show ~ or something.
            Should the estimated CR be by BA or by BA-Loc? BA only makes the most sense at this time.

            Conversion Rate estimates will be derived from real clicks and conversions, not from estimated clicks and conversions and will not be cached by the BES.
