Migration: Deployment error on enabling sitelinks

Tested with the bid manager build #707 on QA5.

1. Created an order that have sitelinks enabled on rushmore builds on QA5.
2. Deployed the above order and order went to deployed state.
3. Re-deployed the same order by disabling the sitelinks.
4. Order deployed successfully.
5. Installed the mountain dew builds on QA5.
6. Now, used the same order which I deployed previously with sitelinks disabled.
7. Enabled the sitelinks and tried to deploy the order.

Problem: Order went to ERROR state when I tried to re-deploy an order by enabling sitelinks.
