Tested this case on QA5 using the Final bidmgr build #729
Steps to reproduce:
--------------------------
1. Create an account in rushmore with sitelinks and deploy.
2. Remove the sitelinks and redeploy the same order.
3. Use the migration app to migrate ads and sitelinks.
4. Add some sitelinks to the migrated account and redeploy.
In the above case, the deployment went to ERROR state. I am seeing the following Exception in the listener log.
